Road toll shortfall delays new trains
Ken Livingstone has been forced to delay the purchase of new train carriages for the Docklands Light Railway because income from the congestion charge has fallen below forecasts.
London's mayor will no longer be able to add a third carriage to each DLR train by 2007.
He has also postponed plans to relieve congestion on two of the busiest roads outside the charging zone.
