The widely trumpeted plans to widen Britain's busiest motorways might not begin until 2010, industry experts have warned.

Transport secretary Alistair Darling announced the initiative on Wednesday but yesterday construction bosses and planning lawyers said that Britain's lack of investment in infrastructure could hold the project back.
