Ten year transport plan under fire

The government's transport advisor has warned that ministers are set to miss five key targets including reducing congestion and increasing bus passenger numbers.

The report, released today by the Commission for Integrated Transport, also warns that Whitehall departments are "not always pulling in the same direction".

The Commission's chairman, professor David Begg, called on ministers to make a clear statement in next year's review of the transport plan that it wants to introduce tolls.

"I would want the government to say it would like to move towards a road-user charging system by 2015 and for it to acknowledge that, without such a system, traffic reduction targets will be very difficult to hit," he said.
