The European Commission has concluded that the government's rescue plans for British Energy breach European law.

The £4 billion rescue package was formulated by ministers after falling electricity prices forced it into heavy losses.

However, in a 45-page document leaked to today's Times, the European Commission says the plan breaks European rules on state aid.
