The chancellor's chief economic adviser has given his backing to London's congestion charging scheme as a model for local development throughout the country.

In a Smith Institute pamphlet published today, Ed Balls says Ken Livingstone's initiative shows that road pricing can be made to work "in a fair and accountable way".

Balls argues that the Treasury must join the growing government race to hand back power to cities and regions.
