Legislation giving gay and lesbian partners the same legal rights as married couples will be included in the Queen's Speech, with the personal agreement of Tony Blair, according to today's Independent.

Under the bill, pension and property rights will be conferred on homosexual couples for the first time - provided they agree to sign an official register of partnerships.
