The House of Lords will today discuss radical reforms of Britain's licensing laws.

Tessa Jowell, the culture secretary, believes that allowing premises to open 24 hours will lead to a reduction in crime and anti-social behaviour by allowing people to drink at a slower pace.

The proposal would also reduce the number of drunks who spill out at closing time.
