The government is set to back the concept of a civil partnership which will provide same-sex couples with property rights and other benefits.

The equality minister, Barbara Roche, will unveil the policy in a consultation document at the end of the month, the Department of Trade and Industry indicated yesterday.

"It is an issue we are committed to," a spokesman said.
