Blair considers 'progressive' service charges

The prime minister, keen to keep to Labour's pledge not to raise income tax rates, has asked Downing Street officials to study plans to charge for some services.

A system of "progressive charging" could be introduced for a nationwide system of childcare and adult education and training, with some help provided by social services.

One Blair aide said: "If we want to improve public services and expand welfare, we will have to look at progressive charging."
