The mayor of London expects profits from the £5 daily congestion charge to be only £65 million in the first year, against the £130 million estimated in February when the scheme began.

Transport for London is understood to be drawing up options for coping with the shortfall, including increases in bus and Tube fares and a reduction in services.

A spokesman for Ken Livingstone said: "The purpose is to reduce congestion, not raise money."
