The government's head of weapons purchasing has told MPs that he will review the Ministry of Defence's policy of "smart procurement".

Sir Peter Spencer, newly installed in the post, told the Commons defence select committee that there were shortcomings in the process. "We are not yet smart enough," he said.

The National Audit Office also warned that the strategy was failing to deliver value for money.
