Ken bids to revive Crossrail
Ken Livingstone is considering levying a multimillion-pound supplementary rate on businesses in the capital in order to help fund the new cross-capital rail link Crossrail.
London's mayor claims that companies could be persuaded to pay more over a period of five to six years because of the benefits that the project would bring to them.
