Ken outlines new Heathrow charge

Those travelling to Heathrow in private cars will have to pay a £5 toll from early 2005, Ken Livingstone announced yesterday.

London's mayor said the scheme, which would raise more than £100 million a year, will help pay for Crossrail, a new railway line linking Heathrow to the City via twin tunnels under central London.

The Conservatives immediately condemned the plan, saying it was another tax on travel.
