Asylum seekers who reach Britain's shores face the prospect of being sent to a "transit processing centre" just outside the EU boundaries to have their claims decided, under proposals to be presented by the home secretary, David Blunkett, to his European counterparts tomorrow.

The scheme, which would apply to all asylum seekers arriving in Europe, and could involve them being sent to Ukraine or Russia, has been drawn up by the government's asylum task force.
