Gordon Brown will today argue that Britain should take back control of regional aid spent in the UK by Brussels authorities.

A paper presented by the chancellor and Patricia Hewitt, the trade and industry secretary, will claim that with 10 new accession states due to join the EU, the present funding system is unsustainable.

Writing in the Times, Brown says it is time to boost the principal of subsidiarity by "bringing regional policy back to Britain".
