New plan offers way out of Lords deadlock
The current deadlock on reforming the House of Lords could be broken by allowing councils and regional assemblies to elect members of a reformed upper house, it has been suggested.
The idea was put forward by Labour MP Jack Cunningham, who chairs the committee tasked with finding a way forward following the votes in parliament earlier this week.
The Guardian reports that junior ministers were pressured by whips to back Tony Blair's call for an all-appointed Lords.
