Tessa Jowell appeared to retreat yesterday over an attempt to ban an anti-war rally from assembling in Hyde Park.

A spokesman for her department said: "Hyde Park is still, in our view, an unsuitable venue for safety reasons. No final decisions have been made.

"We are trying to find somewhere suitable where the march can go ahead. There is no hidden agenda."
