A group of think tanks will today call for reform to the House of Lords.

Their statement says: "If the government is to be held to account then the House of Lords needs a democratic mandate.

"Effective scrutiny and deliberation of legislation is essential in a modern democracy. It cannot perform these functions, however, when it is continually undermined by its method of selection."

The joint committee on the future of the Lords meets later today.
