A key advisor to Tony Blair has warned that the record level of cash going into the NHS has "an immense risk" of failure.

In a confidential report seen by the FT, professor Michael Barber of Number 10's delivery unit has warned the prime minister and health secretary Alan Milburn that they might not meet key targets in time for a general election in 2005.
