Cabinet split on Lords reform
Robin Cook has come out against Tony Blair's plan for a wholly appointed second chamber, reports today's Times.
The leader of the House of Commons said: "I think the difficulty with public opinion was over the 80 per cent appointed element not the 20 per cent elected element. I'm doubtful we will overcome those difficulties by proposing a 100 per cent appointed House."
