A joint report by MPs and peers is today expected to set out seven options on House of Lords reform, giving parliament a choice of zero, 20, 40, 50, 60, 80 or 100 per cent elected peers.

The committee, headed by former cabinet minister, Jack Cunningham, is expected to say that MPs and peers should vote on each of the options in a bid to reach a consensus on the way forward.
