The Tory Campaign for Homosexual Equality, TORCH, is to become officially affiliated to the Conservative Party. Regarded as a victory for modernisers the move comes ahead of the government's expected abolition of Section 28 next year and follows splits with Tory traditionalists over the issue of gay adoptions.
