The Communications Bill was published yesterday and made uncomfortable reading for BBC which had hoped a clause would be included to prevent BSkyB levying the same carriage charges on public service broadcasters as it does on other channels.

The carriage charge issue had become a "flashpoint", reports the FT.

Pressure is also mounting on the government to bring the BBC fully under the regulatory control of Ofcom.
