Ken Livingstone has refused to rule out an appeal over an EU ruling allowing the plans for a part privatisation of London's tube.

The capital's mayor claims that unfunded liabilities at London Underground total £1.5 billion over seven years and is reluctant to impose fare increases or council tax rises to cover the shortfall.
