The prime minister will today order Gordon Brown and Alan Milburn to stop their public rowing over plans for NHS foundation hospitals.

Tony Blair backs proposals to allow hospitals to borrow money from the private sector, but to appease the chancellor, will limit the amount which can be underwritten by the government.

He will broker talks between the two ministers in Number 10.
