The joint committee responsible for reform of the House of Lords was last night divided over the range of options for a second chamber.

Options include a fully elected and fully appointed second chamber, as well as the alternatives of 80 per cent, 60 per cent, 50 per cent, 40 per cent and 20 per cent who are elected.
