Tory-run Westminster Council is proposing fining homeless people £500 if they refuse offers of accommodation and assistance.

Under the plans, it will become illegal to lie down and sleep between 9.30pm and 7.00am.

Anyone caught doing so who then persistently refuses offers of a hostel bed will face prosecution.
