Ministers cautious on party donations plan
Ministers have broadly welcomed proposals from the IPPR on tax relief on donations to political parties.
However there were concerns that the move could stop the party receiving substantial donations from trade unions.
Charles Clarke, the Labour chairman, also said there would be human rights implications if the government tried to impose a cap on individual donations to political parties.
