The European Commission has said Britain should abandon its zero tolerance policy of clamping down on cross-Channel travellers who are lawfully bringing in cheap alcohol and tobacco from the continent for their own use.

If Customs and Excise does not soften its stance within two months the commission is set to take Britain to the European Court of Justice.
