Labour unveils plans to modernise parliament

The government has published a set of proposals aimed at modernising parliament.

Under the plans, the Commons would start and finish work earlier each day and new time limits would be set to encourage "brevity and informality".

MPs will also be able to give shorter notice before putting questions to ministers.

Robin Cook, leader of the House of Commons, said that a more normal working day would help voters relate to the work of MP and place parliament towards the top of the news agenda.

The Tories claimed the government was attempting to "neuter the opposition".

Cook rejected the claims, saying: "I have a lot more experience of opposition than the Conservative Party."
