Hunts to face tribunals?

Ministers are currently considering compromise legislation which would make hunts subject to national laws on animal cruelty.

Under the plans local tribunals would enforce the legislation.

They would also decide where hunting performed a useful purpose - to farmers or the landscape - which outweighed any suffering it might cause to animals.
