The Institute for Public Policy Research will next month call for political parties to share state funding of £30 million a year.

Under the plans, individual donations would be limited to £5000 a year and the identity of anyone giving over £1000 would be revealed.

The IPPR, a centre left think tank close to Downing Street, will publish its proposals on October 15.
