Customs lose stop and search powers
Customs officers will only be able to stop and search returning cross-Channel shoppers for alcohol and tobacco if they have reasonable grounds for suspicion, two High Court judges ruled yesterday.
Lord Justice Brooke and Mr Justice Bell said that Customs policymakers "has not embraced the world of an internal market where excise goods can move freely across internal frontiers".
