The government will next month launch a new initiative against bullies in schools, particularly targeting their use of text messaging as a means to intimidate class mates.

Estelle Morris, the education secretary, is believed to have been shocked by independent research which showed that as many as one in four bullied youngsters at secondary school has received abusive text messages.
