The government is set to unveil proposals to protect local authority playing fields and sports centres from developers.

The new guidelines are being drawn up by John Prescott's local government fiefdom.

The changes will remove the powers of county councils in the planning process, despite the opposition of nine out of 10 of respondents to the green paper.
