Livingstone back in court over PPP

London mayor Ken Livingstone was back in court yesterday over the PPP plans for the Tube.

He claimed ministers will leave the capital's travellers with a £5.5 billion unfunded bill.

As no solution has been offered by the government, council taxes and fairs would have to cover the shortfall, said the Mayor.

Livingstone argues it is unlawful for London Underground to enter into the deal without guaranteed funding.
