Transport plan 'helps the better off'
The government's Social Exclusion Unit yesterday said that the 10 year transport strategy was "heavily skewed" towards improving services for the better off.
Only 11 per cent of the £120 billion budget goes on buses, and the bottom 20 per cent of income earners will gain only 12 per cent of the total spending, compared with 38 per cent for the top fifth.
