During a meeting with Spanish prime minister and current holder of the European Union presidency, Jose Maria Aznar, in Downing Street today, Tony Blair will urge tough EU-wide action to clamp down on illegal asylum seekers.

Development aid should be withheld from countries that refuse to accept the return of failed applicants to their region when they cannot be sent back directly to their country of origin, the British prime minister will argue.
