Labour Party chairman Charles Clarke yesterday said he believed it was unlikely that the government would raise National Insurance rates again.

In a BBC interview Clarke also appeared to rule out allowing London mayor Ken Livingstone back into the Labour fold before the capital's next election in 2004.
