The government will publish fresh proposals on House of Lords reform before the summer, Tony Blair has said.

The move came as an influential Commons committee urged the government not to "miss the opportunity" to deliver a more democratic House of Lords.

MPs on the public administration select committee warned that parliament was not prepared to back down on demands that the government must increase the number of elected members in a reformed upper house.
