Cabinet secretary Sir Richard Wilson has refused to give the Guardian details of a register of small gifts given to Labour ministers - a "new low" in Whitehall's culture of secrecy reports the newspaper.

The secret gifts include a 70 pence stick of rock and a golf ball.
