Trade secretary Patricia Hewitt has conceded that the increase in employers' national insurance contributions were an "unwelcome surprise".

Whilst she admitted that it would result in an increase in wage bills she asked business chiefs to think about the cost of days lost through illness.

But business leaders attending the annual gathering of the British Chambers of Commerce expressed their frustration at being used as "a free tax collection agency" by the government.
