Morris warns of 'non-negotiable' reform
In a speech to teachers today, the education secretary, Estelle Morris, will warn that reforms such as the involvement of the private sector and examination result league tables are "non-negotiable".
She will say that the government will not change course as a result of proposed industrial action.
