The National Care Standards Commission will enforce the "spirit of the law, rather than enforcing every last letter of it" in a bid to ensure high standards and stem home closures.

The watchdog, with responsibility for 29,000 residential homes in England, began its work yesterday amid fears that new regulations are causing care closures and contributing to a beds crisis in the NHS.
