Tony Blair and Alan Milburn yesterday told the NHS Modernisation Board that every pound spent on the NHS had to be accounted for. The government is concerned that the billions pumped into the NHS have had a limited impact.

Their comments have increased speculation that taxes will increase in next month's budget.
