Shadow health secretary, Dr Liam Fox will tell his party's spring conference that the NHS will never work in its present form.

He will signal plans to end NHS role as the primary health provider and call for the expansion of private healthcare. Fox will tell the Tory faithful that simply throwing money at the NHS is no longer a way to deliver better patient healthcare.
