The European Council of Ministers is considering plans to create a database of violent demonstrators in order to block their travel plans, the Guardian reports today. Under the proposals, demonstrators would be prevented from travelling within Europe.

The move follows violent clashes over globalisation at high profile meetings at Genoa and Gothenburg earlier this year.
