The International Development select committee warned yesterday that urgent action was required to prevent aid in Afghanistan being blocked by "lawlessness and banditry."

The chairman of the committee, Conservative MP Tony Baldry, said: "Following September 11, the prime minister stressed that as much emphasis should be given to the humanitarian side of the problem as well as the military, political side. The time to test out these words in practice is now."
