The government today publishes a white paper setting out the government's blueprint for a second stage of House of Lords reform. Among the measures will be plans to limit the Lords veto over secondary legislation with a power to delay statutory instruments for three months.

The white paper is expected to be followed by a two-month consultation period and is set for a rough ride in parliament. The plans to remove the 92 remaining hereditary peers will be outlined to parliament by Lords leader Lord Williams of Mostyn and by Commons leader Robin Cook. There will be around 100 elected members and between 400 and 500 appointees.
