The CBI yesterday welcomed the announcement yesterday that there is to be "wholesale change" to the planning system. Lord Falconer said a wide-ranging green paper would be published before the end of the year to reform a system that "costs us dearly in economic prosperity, in quality of development and in competitiveness".
